1) For all single specimens, complete series or
postal history documents, with catalogue
quote higher than 100,00 euro, a Photographic
Certificate is always issued. We sign the specimens
exclusively when a Photographic Certificate is issued.
Therefore, there are no stamps
or postal history documents with our signatures
and without certificate.
2) For counterfeit, repaired or manipulated specimens,
at our discretion, a Negative Photographic
Certificate is issued, in compliance with
the law 09/2004, amendment to paragraph 33, punishing
people who hold or sell counterfeit stamps, even
if they are no longer current (art. 459 of Penal
Code).
3) Our fees do not include 21
percent VAT, 4 percent social contribution (as per
Law 335/1995) and postal, insurance and packaging
charges. Possible further costs (telephone and transport
costs, debt recoveries, special investigations,
philatelic expert advices, legal charges etc.) will
be charged to the cost.
4) For Italy, the expertised material is returned
to the sender cash on delivery
according to the amount of the valuations carried
out; for foreign countries, on the contrary, advanced
payment is required subject to our invoice
and of the international banking coordinates.
5 ) The expertised material is usually returned
to the sender within 3-4 working days
from the date of receipt. The necessary time can
nevertheless be longer in the case of particularly
challenging pieces or big collections.
6) We receive customers at our office by telephone
appointment only, on Tuesday (9.00 am-8
pm), Wednesday (9 am – 8 pm) Saturday (9 am
– 8 pm) and Sunday (9 am – 8 pm). On
Monday, Thursday and Friday the office is closed
to the public but we are nevertheless working.
7) No advice or photographic certificates can be
carried out without the original specimen.
We therefore kindly ask you to hold back from sending
faxes, photocopies, photographs or scannings.
8) Two copies shall be made of
the material sent for expert’s valuation.
One copy shall be kept by customers as a receipt,
while the other shall be signed and included in
the parcel together with the original stamps. We
suggest you to make always use of Conventional Insured
mail. Before sending the material, we kindly ask
you to send an e-mail or to make a personal call.
9) The material travels at customer’s
own risk. Expertised material delivery
is in any case considered to be effected by dispatching
from Post Office. Dr. Terrachini considers himself
to be totally free from all duties and commitments
with delivery notice submission, as well as from
responsibilities derived from parcel violation,
deterioration, stealing or loss during postal transportation.
10) The material sent will be kept at our
place at sender’s own risk. If you
want to insure the philatelic material against fire,
flood, theft, robbery and loss during the period
necessary for the valuations to be made, current
market insurance rates will be applied (exclusively
on request).
11) In the case of objection of
our Photographic Certificate of Authenticity, of
Standard Quality or Higher Quality certificates,
we will refund two times our fee only after customer’s
production of two adverse certifications made by
philatelic experts (registered at CCIAA and/or at
the Court of Justice). We therefore suggest to keep
our invoices for at least 10 years. We can in no
way be held responsible for our Negative Photographic
Certificates and for their possible incorrect use.
They only represent the complete elimination from
the philatelic sector of a product totally, or partially,
counterfeit or manipulated, and therefore of no
commercial value.
12) In the case of objection of
our Total Guarantee Certificate, due to non-sale
or wrong purchase in consequence of our unintentional
expert mistake, we will refund the 40 percent of
reference catalogue quote during the first three
years from Total Guarantee Certificate issuing,
the 30 percent from the 4th to the 7th year and
the 20 percent from the 8th to the 10th year, in
addition to our fee reimbursement. In this case,
compensation will be made only after customer’s
production of three adverse certifications issued
by philatelic experts (registered at CCIAA and/or
at the Court of Justice).
13) Private citizens are granted 10 percent
discount on fees after 10 certificates
issued for each single sending. For eBay and Delcampe
operators 10 percent discount is
granted only after communication of the nickname.
In the above websites, the main sale and purchase
activity shall be the philatelic one. AFIP dealers
and the Auction Houses are automatically granted
50 percent discount on fees. Non-AFIP
Italian dealers and unknown foreign dealers are
kindly requested to attach (only for the first time)
a copy of Chamber of Commerce registration.
14) The sending or the delivery of the material
to be expertised and/or evaluated implies sender’s,
or anyone acting for him/her, knowledge
and acceptance of the above conditions.
All disputes will be settled by the Court of Genoa.
